Bar Mine fuze?

My mate Ron acquired this unusual and unknown plastic item which was described to him as a Bar Mine fuze.

The only markings are the letter A plus an arrow, perhaps indicating the direction of rotation to arm the device; a handwritten "52", maybe the manufacture year; and the word "inert" indicating an ordnance related item. The clear plastic arm does not rotate - it may with enough force but feels like it will snap to do so. There is nothing inside the bottom chamber, and the black plastic plug is also unmarked.

Any ideas what it is?
