Hello,
You can try with a french design percussion fuze with 24cm thread.
I know this kind of shell as ww1 austro-hungarian 8cm (skoda gun) modified with a brass adapter and a gaine with french shape to replace the big A-H M15 fuze.
Your shell is different from shells I saw in collections with base screwed and filled fragmentations.
As far as I know Yugoslavian used this old gun before ww2 and shells were used by German during ww2 with designation 7.65cm sprgr 272 (j).
I really don't know if Belgian used these guns and shells (?!)
Are your sure it's a 75mm ?
