Bofors L70 projectile information.

I have had this for many years but recently located it again and was wondering about it. It is clearly marked L70 but only has one crimping groove.

Does anybody know more about it?

Markings are :-

40MM L70
HES
???/5?
SI/1303/3
SI/13128/??
EXPTL

Is it experimental? My interest in Bofors stops with L60!
