Bomb (?) identification

This has been found in Turkey and officially designated as aerial bomb weight~ 30kg Length ~60cm
The colour (yellow) is correct for Turkish explosive bombs of the mid 1930s, but seeing some of the photos I have doubts whether this is really an aerial bomb - I think something looks wrong with (at least) one of the fins.
