Boot covers for working in a Magazine ?

This is the only reason I can think of for these ?
To allow soldiers wearing issue hobnailed boots in a magazine to prevent sparks.
They seem rather useless for anything else that I can think of.
Other markings suggest ww1 era origin, but on hand into ww2.
Am I correct ?

Could be. They pre-date anything I wore. I think they may have been for use in Category 1 conditions (chance of spilt gunpowder or sensitive HE compositions). I'm guessing WW2 or earlier if no date on them.
