I think you're right that it is missing something. That central spigot is the clue. There was likely a steel plate with a central hole that fitted over the spigot and would have formed a platform for the top four charges. There may also have been other parts of internal packaging. Each charge would likely also have been in its own packaging. Hopefully you will get a more definitive answer.
