British 2 " Mortar Tails

Picked this pair of tails up today at Newark fair ,the fired one is marked Z 18 FD Ltd 1942-3 with 1 red find ,nothing unusual in this but the other tail seems to have not been finished ,no threads for the cap or to attach it to the body ,no holes in the usual side , marked faintly EEC 41 Z but why the 6 small holes around the top ? Someone playing later or something official ? Anyone got any ideas ?

Apart from the small holes at the top I would say this is a blank after casting but saying that you would think in the world of wartime cost cutting they would have cast threads and all. Interesting find well done.
