I think what is pictured is a French leaflet round designed for use with the Stokes Mortar. Starting in 1917 the French got very innovative with developing propaganda leaflet delivery devices. They had begun using the English-design Stokes Mortar and developed this round for use with it, They had a leaflet round (called PAONESSA) for their 75mm mortar. They were working on developing a leaflet round for their 150mm Fabry Mortar.
Why I think it is French is because the Brits used a cannister shaped cartridge and the French mortar shells for the Stokes used fins.
