C199 is missing from the Consolidated List. Sometimes (rarely) the internals of a box are given a number that uses the prefix/sytem of box numbering. I think this might be an example. What is the diameter of the holes and the outside dimensions? It looks like it is for holding cartridges. The brass plates are unusual for an internal fitting though.
