It's for Chinese type 51 rocket launcher. The launcher itself is a copy of the US M20 super bazooka. However, type 51 has 2 kinds of ammunition: type 135 and type 241.
Type 135 is the one in your pic. It's a copy of the Japanese T4 rocket, which some sources claim to be a copy of the German RPzB43 panzerschreck. The type 241 however, is a direct copy of US M20's ammunition, with better range and penetration.
