Could this tool possibly be of a military nature ?

Depending on dimensions, it could be a primer removal tool. I have several like this for different primers.
 
I would say this tool is not for primers, but goes down inside a cavity, fitting almost like a piston, so that should the studs disengage, they cannot strike a detonator or damage a critical part of the fuze / missile / whatever.

Tools like this are usually made for a specific breakdown equipment.
 
I know quite similar tool, it comes from russian aircraft toolbox.
