What this fellow seems to have done was to get his hands on a bunch of 1 Pr projectiles, it seems various examples, perhaps excess or older versions, surplus etc. Then he simply made a drawing of one and registered the design as his. What he accomplished by this was to lock up the souvenir market in 1 pr projectiles in the U.K. as now the projectile design was his no matter what he did to it --- If Maxim didn't register the design or patent part of it, then this guy even got the jump on him ! Notice the fuze is missing on the drawing, that was covered under a patent so he couldn't register it.
