Difference in weights between 18PDR Shells?

OK, I know that sounds a bit whacky, but I have two different 18PDR Shells. Both with No. 80 fuzes. One weighs in at 16 pounds the other at 18.25 pounds. The former is a taller hollow shell, the latter a bit shorter and still has the tube in it. I has been (at some time in the past) chrome or nickle plated.

? They only weigh in at around 18 UK pounds when full, including shrapnel balls, filling, pusher plate, bursting charge etc. The earlier projectiles were longer as the fuzes were alloy, the later shells fitted with brass fuzes were shorter.
 
Thanks DM - I believe this one still has the shrapnel balls inside, the bursting powder chamber is empty (thankfully). Maybe used as a demo shell? The absence of markings and the plating is strange.
