Drill 75mm shell

Hello,
I found this picture on the web.
Seems to be a shell from a Polish collection.
Looks like a drill shell to simulate 75mm HE M1915.
I've never seen this shell in France with adapter for a 24-31mm fuze.
I know a shell with same construction (brass head) but without adapter with 22-31mm fuze to simulate 75mm shrapnel or black powder.
Is it a Polish production ?
