the base seems to be made to use an "extractor".
100% british fuze but, I'm not sure but maybe french marking "EXERCICE"

I am quite sure it is a Dutch made 25 Pr, i cant excatly see what teh nomenclature on the fuze is but i think SB Nr 38 excertcitie which translates in fuze point detonating drill. Sorry cant find any pics of it regards erik
