Amazing! It`s a very rare shell and fuze!
45-mm soviet projectiles with two ledges on driving band was be produced only in 1932—1934, and most of their were sent to Spain.

if its the 309mm long case, curiously the cases are not particularly un common in England in as much as I've had a couple of them and still got one.
