Not sure if applicable with these fuzes - but I do recall being told that safety caps were sometimes left on on percussion fuzes in order to act as a delay to alow `penetration` into the object struck?
I think this was discussed with regards to No117/119 type fuzes etc.
The idea being that the safety cap would collapse/disintegrate on impact still allowing the percussion action to be fired but the slight delay caused by the cap having to break up would allow the projectile to `enter` the objest struck.
Revetments etc?
