flare bomb?

I got this photo from a bomb. The tail fins diameter is approx. 30 cm and the length of the bomb approx. 200 cm. I think, that the marking on the bomb body indicates that is a flare bomb. But I don't found further markings. Can anyone identify this bomb?

got an answer to the flare bomb. This is a German flare bomb DM 16. UK has a similar flare bomb 8 inch No 1Mk 1.
