French 6lb mortar 1904 made into lamp?

I have no idea what I have here. This shell was made into a lamp and purchased by my uncle back around 1950. We was overseas in Iran and surrounding countries. The design was pressed into the brass shell. The brass shell is 12 inches long and 2.5 inches opening. The projectile is 6 inches long. The marking on the bottom of the shell are clear, but I have no idea what they mean. Any idea who made this ammunition, when, where?

Hi,

I think it's a case of US Navy 6pdr shell (Washington Navy Yard).

No idea about E.C.P (This marking exist on french case = Ecole Centrale de Pyrotechnie)
