Certainly has the visible characteristics of a hertz horn - perhaps the missing top section was lead construction?
Here's an example of a British mine horn.
If it is a naval mine horn, why was it buried in a fox hole? (was the fox hole near a beach?)

No no that never, foxhole was in the wood. The next sea / coast would be in the Nederlands and thats 200 km away

It looks similar to but not quite the same as the No 281 (which would have been stamped on the body) base fuze / tracer as used in 2 Pr.
