Could be an Exerzier , but not sure. Does it have any Ex. Markings anywhere ?

only somewhat comparable 15cm Gr. with a threaded screw in the base as far as I know is the 15cm Granate 12 Verst. (Blaukreuz) , but the length you mention does not match that.

what minenaz says about this possibly being a 15cm Granate 14 would seem logical to me too.

Also , is the plug threaded or not?
 
There is an EX on the base ... sorry about the bad pics. I didn't take the photo.
Also, I have no idea if the plug had threads.
