I picked up my first German WWII 50mm mortar and am not familiar with the bakelite/plastic fuse that came with it. The fuse looks like it was fully functional at one time.
This fuze type did not contain any built-in booster charge, but just a small flash primer. The tubular central part of your fuze seems to be removed and therefore it is missing the primer and some other small parts. Thus it is inert and safe.
Just for your info, "Wgr.Z.T."stands for"Wurfgranatenzuender Trolitul". Trolitul is an early artificial pressed material, which was used a lots in WW2.
