Hand Loading of Shells with a Press?

OK Guys, I may make a fool of myself with this one...., but was there ever such a thing as hand loading of shells in the field or factory. I would think so, way back when. Why do I ask? Well I picked up this press that looks like it may be for that purpose. Not here yet, and I paid about scrap metal price for it, so I can use it for something regardless, but I was just wondering.

It is 20"s tall and the press itself is about 3"s diameter. At one time had pads on the base and press. Only mark I can see so far is the anchor on the base.

So, if it all sounds ridiculous...., have at it!!! :angel:

The fact itself is undouobted but your device here looks like a standard tool for tin cans or thelike.
