afaik nothing out of the ordinary, the abnahme inspectors were employed Wehrmacht (that is army, navy and airforce combined) wide and did their jobs regardless of the destination of the lot they were inspecting. However being employed within one of the wehrmachtteile they used their according stamps. KwK 42 casings with Kriegsmarine stamps are known to excist too.
Or perhaps this is a faulty combination of a navy FLAK projectile and a MGFF casing.
