Help needed on Mortar charge clips

Hello all. Not really a restoration thread but more of a display question. I have some empty L40A1 mortar charge clips/bags that clip on to the bottom of a mortar, in a U shape, that should contain the charge.
What do people use to fill these with for display purposes? I was thinking of using carp feed but not too sure what the shelf life is on it.

Any ideas would be nice thanks.

Cordite would look spot on!!!:xd:,Just jokeing mate! the refill packs of ground black pepper looks close though,but mind what you touch after you've filled them!!

Try charcoal from a respirator filter. Totally inert but looks the part.
