I know I have seen this in the past, however the ID escapes me.

I don't know the item, but the construction is reminiscent of some ballistic test pieces. The curved wires from the base are familiar -
 
Yeah ... I've seen this before, just can't place it. I've looked through the areas where I thought it might be placed, but I've got nothing.

I'm pretty sure it is from jugoslavia can not get to my docs at the moment so will send a positive identification asap
