Help with my 37mm?

Hello! I got this 37mm recently and im trying to determine as to what purpose it was meant to fulfill. I know it is american, it was made by p&m co., and that it was accepted into the navy for some purpose, but i dont know for what gun or for what purpose (by purpose i mean maybe a spotting shell?). I also dont know if that is a base fuze in the bottom of the shell as it bears all the markings, yet it appears to be made of steel too. I have not tried to turn it out of the shell out of fear of damaging the shell and its beautiful markings, and i tried to turn it with my hands and that didnt work (obviously). Any help or directional pointing would be very welcome and appreciated!

By 1917, these 1 pdr rounds were used in single shot guns on small Coast Guard ships and armed yachts. Some were supplied to Russia during WW1.Getting the fuzes out are a problem which I cannot write about due to BOCN rules. The projectile was used in other rounds PEMCo was a major produce in WW1. They also produced longer 37mm.

On further observation, the fuze looks like the plug used for practice rounds, which are usually stamped BL, for blind loaded. They are really hard to get out without messing things up.

I dont appear to see BL on this shell though, did they use base fuzes made out of steel?
 
Usually brass or pot metal. Older the round, the greater likelihood brass. Steel for practice, really a plug. Might be a mix of case and projectile.
 
The MKVlll is a U.S.N. practice projectile. The base is a plug and might or might not unscrew.
The image shows a sand filling which may or may not be present.
The casing for it is a 37x136 Heavy 1pr case for 1917.
