How to make a BM-20 drive band?

I have a Russian BM-20 dart and Sabots I'm retoring and am looking for advice on how to replicate the drive band that holds the Sabot petals together. Any suggestions?
 
It is easy to fabricate. You have to wrap the brass bar around a much smaller diameter to get it to spring back to the correct dimensions. I believe that I used a 3 inch steel pipe for the mandrel. Put the pipe in a vice to hold it, and then use vice grip pliers to hold one end of the brass bar to the pipe. Use another set of vice grips to hold the other end of the brass bar, and use that to slowly wrap the brass stock around the pipe.
