I have these three shells and I know two are Royal Laboratories dated 1939, but what does he U.I mean? Also is the other one a Federal Cartridge dated 1944?

The "U" is the British code indicating an Inspector's Dummy, and the "1" (or "I") indicates it is the Mark 1.

The other round looks like a .5" Browning round, and the "F A" indicated it was made by Frankford Arsenal, in the USA.
