Looks like what's left of a 73 mm OG-9 (ОГ-9) series projectile, which is missing its tail assembly.
As such part of one of the OG-9V series of rounds used by the SPG-9 series of recoilless smoothbore guns and their clones, or one of the OG-15V series of rounds used by the 2A28 Grom 73 mm smoothbore IFV gun.
