Identification of Air Ordnance: Help

I have been analysing the loading manifest of a Liberty ship intended for the support of the Normandy Landings and have found an item which puzzles me. The designation is AIR ORD V SE399 In quantities of 400K and 3600K.
Has anyone any ideas as to what they are? Thanks in advance. John
