23.3 inside fuse hole
Hopefully someone may recognize driving band from which country and what fuze would it take.

I think it is a old Dutch projectile 8 staal (steel), it uses the point detonating fuze No 3.

I think it's belgium shell (driving bands and eye for fuze are similar)
