Identification required

I used to have a similar shape that was plastic and only about 100mm tall that Jeff identified as a prototype Flettner Rotor bio submunition.
 
This one is smoke if recall correctly, I think UK. Seems like they had the dispenser at Porton. It may have ended up in the NL.
