IIIX Percussion Primer

Does anyone know which country this primer is from? The museum has it as British, however that doesn't seem right since it is missing the broad arrow.

I think it might be US but the codes on it are throwing me.

Any ideas? Also here are the measurements for those that want/need them for their records.

Dia of the tube: 6MM
Length: 208MM

Could it be a 'combination Igniter Mark XIII" for 4"/50 and up (missing the paper stock extention)?

I only have a complete drawing for a Mark XIV primer (shorter), but it looks similar.
