Illuminating part of shell

From another forum.
Identified as part of illuminating device with parachute from illuminating shell.
I only know US 155mm M485 with such a device but with a different shape.
Is it a part of a russian shell ?

Sebastian, I don't know Russian candles, but it night be for the U.S. older model Illum that is shorter than the 485. M118 I think.
