The holes in the base look evenly spaced, but they also look off centre in relation to the primer hole. If might just be the photo, but the hole adjacent to the 25 looks nearer to the case rim than the hole adjacent to the date.
The holes in the case walls are neatly cut and spaced, but they are very large, which makes me question if this was a drill round. Large holes in the case wall might present a certain risk element from fingers and thumbs getting caught if the case was being handled quickly during drills.
It reminds me of flower vases with holes in the side for cut or dried flowers. Maybe it's 'trench art'
