Is this a military item?

I'm after some help please. Found on the beach in Jersey, in front of a British fort which was operational in the 18th and 19th century, could this be a military item? It's made of brass and wood.

Possibly end of rammer for ML gun?

Looks similar to the fitting used to push out an unfired 25pr so could be an earlier version.
