What do the letters say and on what item is this mark?

Any chance you put this on a scanner to get a better image?
 
It's not mine (Sadly) ! Pr base fuzed type. I don't think it's British or Norwegian.

These images were sent to me, where ever they are from the original source doesn't know what it is either.

The Danes would have had a HL or HA below the crown during the time period in question. This one here looks like something else.
 
This has turned out to be a 1 1/2 Pr. So Austria might be the culprit-- Does any one know this maker mark to be Austrian - (or Italian possibly if they used these.)
