Israeli 3.2" dummy practice mortar round

Just ran across this mortar round. Seems to be complete and unmolested. The shipping tube is a little rough, but the round itself is near mint. Is the plastic bag original to the packaging? What does the fuze look like? And why would the Israelis call it 3.2" vs 81MM? Maybe jonnyc can jump in with some deciphering of the markings.
