I think it's 81mm. The one I have came with the shipping tube. Were common for a while.
 
I don't recall ever seeing one of those in the 1980s. Never heard of a 32" mortar! It oddly says to remove the fuse cap before firing, EXCEPT for Charge 6.
 
I think it is missing something.
I measured it when I saw the round and it came out to 80, but I might have been off a little.
It could be 3.2 INCH since that converts to 81-MM.

Yes, but it lines up. When I went back to look at my measurements I didn't round up. It was 80.7-MM ... so it should have been 81.
