My USNBD book shows a similar profile listed as a Type 97 HE semi-steel. Used in the Type 41 mountain gun. It notes the OAL (less fuze) as 302mm. Driving band - 10mm.
Upon further delving, I believe Mr. Mineaz16 is correct. A Type 94 it is. Color coding, mostly. And maybe verify the explosives cavity shape/size to pin it down.
