L28A1 Drill Grenade

Got this in a trade recently, I quite like it. Only thing it's missing is the main assembly.
There's a bolt in the top with BY on, although I'm unsure if this is meant to be with the grenade or just a random bolt.
On the bottom section of the grenade it says YPE 91. What does this mean?

The Drill Grenades L4 and L28 both were issued with a Drill Fuze, Grenade, Percussion L30. The Practice (L3) grenades used a plug rather than a fuze assembly but even so were a specially made 'bolt' (reflected in the price no doubt).

YPE 91 will be the engineering firm that made the body in 1991 but I dont know who they are.
