Latest car boot sale find - brass 1.5" Flare cases

I found these empty brass 1.5" flare cases at a local car boot sale. Can anyone tell me any more about them?

How widely used were these? As far as I have seen, the cardboard cased ones are much more common.

the headstamps are:

Left: I over J.W&S - This case has a fully notched edge, indicating a red flare.

Right: II over M.R&S - This case has a half notched edge, indicating a white flare.

It appears that the cases are mark 1 and mark 2. However I can't seen any difference apart from the notches around the rim.

I would also be interested in the manufacturer's names if anyone knows them.
