Looks like a Soviet designed ZAB 2.5 incendiary submunition. Produced from WWII through about the early 80s you can find many variations, including those with markings for other Warsaw Pact countries like Poland and Czechoslovakia. There is a good Russian book on early Soviet Bombs, 1914-1945 which shows dozens of variations.
