A friend sent these photos and is looking for model and country identification. The standoff legs rotate with spring tension to keep them in either position. Any info is welcomed.

My first thought, with this handle, looks like an off-route mine without his support.
Picture of complete black markings could help (Mi-Z...). 70's German ?
