According to the french manufacturer catalog, there are three possibilities :

ETS EHRENREICH-MAUSALLEE, DUSSELDORF (GERMANY)
HENDRICKS S.A., DEUWRE (BELGIUM)
STE DES EXPLOSIFS D'HAVRE, HAVRE-LES-MONS (BELGIUM)

It's more likely the third, but not sure.
