I found this item on a bit of foreshore on the Cornish side of the Tamar opposite the dockyard in Plymouth and have no idea what it is and was wondering if anyone was able to shed any light on it for me. The area has been in millitary use since at least the 1860's as a rifle range and later a torpedo practice area, the item is made of steel is about two feet long with a diameter of about 12 inches.
