military 28 gauge shot gun cartridge?

I wonder if anyone can identify this 28 gauge cartridge for me. From the side it would apear to be a mortar bomb propelling cartridge but the closing disc indicates its loaded with shot. Has this been an unused mortar cartridge reloaded as a shotgun cartidge?

Any thoughts?

Wartime 28ga shot cartridges loaded using cancelled 2” mortar cases. I have empty boxes in shot size 5, 6, and 7.

Yellow label that states,

Gauge 28
25 Smokeless Deep Shell Quality Cartridges
Emergency Issue With Superficial Imperfections
Shot 6

They are marked and made for war time 2" mortar propellant cartridges black or red but have a cancellation band used as shot shells. Hard to find as mortar propellant cartridges.
