Military coat button?

A single coat (?) button, a garage sale freebie, could it be real? I think it is a commercial female military style button, but better ask than sorry.

This button design is very close to Royal Italian Navy (Regia Marina) design (minus Savoya shield)

My wife who was in US Navy a long time ago told me that when she got "decommissioned" she was told to cut off the buttons from her jackets. Obviously it is a custom and that's why there are so many loose buttons around.
