As per Ray's post, it is a .55 inch Boys round. The "UI" indicates it is an Inspector's (U) Mark I used by armourers.
It should be tinned all over, although some were left in the brass state. You example is a bit battered but they are still a nice round to find. See right hand round in attached picture.
